Statistics Division of the Department of Social Justice & Empowerment is primarily responsible for sponsoring evaluation/research studies on schemes of its target groups namely Scheduled Castes , Other Backward Classes (OBCs), Senior Citizens and Victims of Substance Abuse. The Division is also responsible for sponsoring seminars, grant to individual scholar and publication grant on the subject areas relating to target groups. The Division is also responsible to fulfill the data needs of the Department for Planning and Policy intervention
The Division operates the scheme of Grant-in-Aid Rules for Research and Publications which includes `sponsoring (i) research and evaluation studies (ii) grant to individual scholar for research (iii) seminar/workshops and (iv) grant for publication. The details are given below:
(i) Research & Evaluation Studies: The Department of Social Justice & Empowerment sponsors research & evaluation studies to Universities, Research Institutions, Voluntary Organizations and Professional Associations working in the field of social welfare and similar organizations/agencies including institutions set-up and fully funded by Central/State Governments/Public Sector Undertakings.
The essential qualification to apply for a research & evaluation study, the project Director of the study should be Ph.D with at least five years of experience in conducting research/evaluation studies and Utilization Certificate (UC) should not be pending against the organization. In case of University the proposal should be routed through the Registrar and in other cases through head of organization. The Department finalizes the priority areas of studies and the proposals are invited through the open advertisement in the website of the Department and in leading newspapers etc. The proposals received from the eligible organizations are placed before the Research Advisory Committee (RAC) headed by the Additional Secretary/Special. Secretary (SJ&E). The organization who secures the highest marks in Technical and Financial Bid taken together is assigned the study.
The findings and recommendations of these research & evaluation studies are used to bring further improvement in the scheme and also to identify social problems requiring urgent intervention.
(ii) Grant to Individual scholar for research: Grants is given to a scholar for undertaking research study belonging to a discipline falling within the scope of social sciences pertaining to Scheduled Castes, Other Backward Classes (OBCs), Senior Citizens, De-notified Tribes, Nomadic And Semi-Nomadic Tribes, Victims of Substance Abuse, Transgender persons, and Beggary provided he/she is interested in and has, in the opinion of the Department of Social Justice & Empowerment, the necessary competence to conduct research. He/she should possess at least a Master's Degree of a recognized university. The grant will be Rs.10, 000 to Rs.15, 000 per month for maximum period of two years depending on the standing of the scholar provided he/she is not in receipt of emoluments from another source.
(iii) Workshops/Seminars: The Grants for workshop/seminar is made available to Universities, research institutions, voluntary organizations, Professional Associations working in the field of social welfare and similar organizations/agencies including institutions set-up and fully funded by Central/State Governments/Public Sector Undertakings for organizing seminar/ workshop on the subject areas of target groups of the Department.
In the case of University, the proposal shall be forwarded on prescribed format by its Registrar and for Non-University organizations the proposals shall be recommended by the concerned Department of State Government. The ceiling of the grant is Rs.1.00 lakh for State level seminar, Rs.2.00 lakh for National seminar and Rs.5.00 lakh for international seminar. In case of international seminar, NOCs from the Ministry of Home Affairs and Ministry of External Affairs are also essential.
(iv) Grant for Publication: An Institution or individual who has carried out a research project in the field of social welfare, social policy and social development pertaining to Scheduled Castes, Other Backward Classes (OBCs), Senior Citizens, De-notified Tribes, Nomadic And Semi-Nomadic Tribes, Victims of Substance Abuse, Transgender persons and Beggary whether financed by the Ministry or not, may apply for a grant-in-aid to publish its report.
